Slim image ensurepip restored and ECS DescribeServices cluster errors

v1.5.26 is a small fix release: the slim image ships ensurepip again, ECS DescribeServices reports a missing cluster, and MiniStack no longer loads the Docker SDK at startup when there is no Docker socket.

Fixes

• Docker image — ensurepip is back in the slim image. 1.5.24 removed ensurepip from the Alpine image, so python -m venv could not install pip in images built on top of MiniStack. Reported by @jin-gizmo.
• ECS — DescribeServices on a missing cluster. returned success with every service listed as MISSING; it now returns ClusterNotFoundException.
• Startup memory without Docker. the Docker Hub pull fallback imported the Docker SDK at boot even when no Docker socket was available. It now loads only when a socket is present.
